A framework agreement is not an interim agreement. It is more detailed than a statement of principle, but less than a full-fledged contract. Its aim is to find the fundamental compromises necessary to enable the parties to develop and conclude a comprehensive agreement that ends the conflict and creates lasting peace.  It may also offer restrictions to new suppliers, who can offer, for example, innovative and new solutions that are changing and evolving. A framework agreement is required for a number of consulting services. A paper from the Official Journal of the European Communities is published and candidates for the framework will be selected on the basis of financial and economic capacity and technical capacity, including balance sheet and skills. Offers are then evaluated on the „economically most advantageous” basis, including quality systems and royalty rates. A number of companies are involved in the framework and cover the necessary consulting services. Hourly rates for different staff levels are part of the agreed conditions. Where certain services are required, the awarding authority organizes a mini-competition with all suppliers who are able to meet these needs for the category of services needed to determine which company offers the „best price” (value for money) for each required combination of notes/tariffs.
The PQQ and the ITT must be of the highest quality. You should follow all the rules of writing best practice offers and save all your points with evidence and added value. Like a tender for a market, the framework offer is generally a mixture of quality and price. The buyer then verifies all framework offers and approves a number of bidders who must obtain a place on the frame. Framework agreements allow a contracting authority to enter into longer-term agreements with more than one supplier and, in some cases, with suppliers for a number of industries. In public procurement, it is customary for a buyer to require a number of services; A good example of a framework agreement would be a municipality that seeks to obtain work in progress and divides a framework into lots such as roof, scaffolding, general construction, etc., in order to conclude an agreement with specialized companies without constantly entering the market. In theory, this should also benefit other supply chains over a guaranteed period of time. A framework agreement is a long-term partnership, as it can sometimes be difficult to manage.
While this may discourage many companies, it is important to consider the scope of the agreement and the number of contractors who secure a place.
